Governments use a variety of communication instruments with different objectives. Some of the instruments such as media outreach and propaganda have a long history but have developed different forms across countries. With growing technical possibilities, additional functions are in several cases integrated into traditional instruments. New approaches to communication such as open data become more prominent. In this seminar we are going to examine different government communication instruments, look at underlying theories and concepts and address current challenges, especially those related to democratic societies in the digital age. Sessions need to be prepared ahead according to the seminar reader. For a confirmation of active participation a presentation or a similar contribution such as the preparation of a workshop are mandatory. Further, a module paper consisting of 20 pages can be submitted. The seminar and the assignments are in English.
