Dahlem Talks on Europe

 

So far, three Dahlem Talks on Europe have taken place:

  1. "The German Presidency of the European Union," May 4, 2007
  2. “Shall Turkey join the EU?,“ June 9, 2007
  3. “German-French co-operation in Europe: Perspectives after the elections in France,“ November 28, 2007

 

Dahlem Talk on Europe I: "The German Presidency of the European Union," May 4, 2007

Apart from Prof. Dr. Tanja A. Börzel the following participants were involved:
• Prof. Annette Bongardt, Universidade Moderne de Lisboa and IEEI,
• Francisco Torres, IEE Universidade Católica Portuguesa,
• Dr. Ingmar von Homeyer, Ecologic Institute for International and European Environmental Policy.
Dr. Sabine von Oppeln chaired the discussion.

For researchers and policy experts alike, the German EU presidency was especially interesting in regard to the originally proposed theme “The Future of the European Union – Prospects for Constitutional Reform.“ Midway through the presidency, the Dahlem Talk on Europe allowed for a preliminary discussion of results. The challenges of a constitutional reform as treaty reform were analyzed and the prospects of success of the particular German presidency were evaluated.

 

Dahlem Talk on Europe II: “Shall Turkey join the EU?,“ June 9, 2007

Apart from Prof. Dr. Tanja A. Börzel the following participants were involved:
• Prof. Dr. Hans-Ulrich Wehler, Universität Bielefeld,
• Dr. Claire Demesmay, Institut Français des Relations Internationales, Paris,
• Mehmet Gökhan Tuncer, Center for Politics of the Mideast, Otto-Suhr-Instituts, Freie Universität Berlin
Dr. Sabine von Oppeln chaired the discussion.

The question of EU membership of Turkey has been widely discussed ever since first steps to acceptance were taken in the 1960s. In recent times, the discussion was central to the overall debate on the future development of the European Union. In addition to the evaluation of economic and political progress in Turkey and the country’s ability to fulfill accession criteria, the basic understanding of identity, order, borders and perspective of the EU were discussed.

 

Dahlem Talk on Europe III: “German-French co-operation in Europe: Perspectives after the elections in France,“ November 28, 2007

Apart from Prof. Dr. Tanja A. Börzel the following participants were involved:
• Dr. Angelica Schwall-Düren (SPD), Member of the Bundestag,
• Christian Paul (Parti Socialiste), Member of the Assemblée Nationale,  
Dr. Sabine von Oppeln chaired the discussion.

The third Dahlem Talk looked at the perspectives of German-French co-operation in Europe after the change of government in France in May 2007. The assessment of the Treaty of Lisbon, as well as perspectives for enlargement and neighbourhood policy stood in the center of this discussion.
