Study on the transfer of technologies and services for climate mitigation and adaptation under the UN Framework Convention on Climate Change

Developing countries and emerging economies contribute to global climate protection by participating in the technology mechanism of the UN Framework Convention on Climate Change. By transferring know-how and technologies, they reduce greenhouse gas emissions and to develop less emission intensive development paths. The study for the Federal Ministry for Economic Affairs and Energy, which serves as Germany’s National Designated Entity for the technology mechanism, analyses which sectors in the field of climate mitigation and adaptation are identified by developing countries and emerging economies as important (“priority sectors”). This analysis was based on a review of the technology needs assessment report of 30 countries in the fields of climate mitigation and adaptation. The study further provides an overview on the supply of technologies and services for climate mitigation and adaptation in order to bring the supply and demand sides together.

Beyond that, the study discusses the necessary conditions for successful transfers of technologies and services into the contexts of developing countries and emerging economies. The data also shows that there is a correlation between certain features of a country – such as its per capita income or economic structure – and the question which sectors are identified as a priority.
