The European Parliament, together with the European Commission and the Council, is one of the key institutions and the central legislator in policy making. Decision making in Europe derives its legitimacy from the representation of the electorates, but also from demonstrating the effectiveness and efficiency of planned policies. Accountability, transparency and consistency of policy-making are key objectives of European policy making. A sound and thorough impact assessment (IA) process helps policy makers to identify the best possible policy option, and thus increasing overall economic, social and environmental welfare through providing a broad evidence basis.

The framework services contract “Multiple framework service contract in 11 lots for provision of external expert services in the fields of impact assessment and European added value, Lot 11: Methological and horizontal issues” therefore foresees procurement of studies requested by the Parliament on a methodological and horizontal issues of impact assessment. This may include the methodology of IA and added value assessment, the provision of good practice examples from various jurisdictions, and the comparison of best practices. The overall purpose is to strengthen the role of the Parliament as a legislator of European policy and thus contribute to better regulation and law-making.

The Lot 3 is part of a framework contract “Multiple framework service contract in 11 lots for provision of external expert services in the fields of impact assessment and European added value” to support the IA in the European Parliament upon request. The following issues are covered:

  • Environmental policy and environmental protection (including notably pollution, climate change, waste management and recycling, noise, protection of biodiversity)
  • Public health (including notably public health issues, pharmaceutical and cosmetic products, disease prevention and control)
  •  Food safety (including notably the labelling and safety of foodstuffs, veterinary legislation concerning protection against risks to human health, public health, checks on foodstuffs and food production systems)
  • Employment and social affairs (including notably the European Social Fund, working conditions, social security and social protection, health and safety in the workplace, free movement of workers and pensioners, and forms of discrimination at the workplace and in the labour market)

Lot 1: Environmental Policies covers all issues related to environmental policies and environmental protection measures, in particular concerning air, soil and water pollution, waste management and recycling, dangerous substances and preparations, noise levels, protection of biodiversity, the European Environmental Agency and the European Chemicals Agency.
