John Dryzek draws a comparison of three ways of thinking about democracy in global politics. A soup has lots of interesting ingredients but no overall ordering principle. A society has a set of constitutive norms and discourses that might be the target of democratizatiion efforts. A system actually produces collective outcomes in potentially democratic fashion. Hoewever, sometimes a system may be so incomplete and so different from existing practices that it may be more feasible to think in terms of society. Soup is never enough. Applications can be made to many kinds of international and global issues, including environmental ones.
