The Regulatory Impact Assessment Procedure (RIA) conducted by the European Commission raises some difficulties concerning its legal characteristics. What is its legal qualification, its place in the legislative procedure, its rank in the EU normative hierarchy, the scope of its effects, its control? This talk aims to address those questions with a global perspective: what is and what should be the legal value of the European Union’s RIA Procedure?

The Berlin Sustainability Talk is a monthly brown bag seminar at the Environmental Policy Research Centre (ffu). It presents a forum for discussion and exchange about ongoing research projects and recent trends in environmental policy research with scholars of other institutes, business representatives, politics, and public administrations as well as the interested public.
