Politics for sustainable energy in Russia: Development of a support policy for Renewable Energy focused on the region of Murmansk:
The dissertation is focussed on the development of renewable energy in Russia. Russia uses a lot of fossil fuels and sustainable development was not a high priority antil now. But over the last years executive and legislative powers have gradually developed more awareness for energy efficiency and thru that for renewable energy. New legislation and programms were developed in this area. The question is: why did this happen?
The main goal of the case study is to find out wich supporting or restraining factors were crucial for the new legislation in the area of renewable energy sources in the last few years in Russia. For examining this question, the advocacy coalition framework and the theory of institutions and institutional change are used as the theoretical basis of the dissertation.
The main research tools of the study are the analysis of the official documents and half structured expert interviews.
