Transformative Policy Design: A case study of the climate change adaptation policies of Germany and South Korea (working title)

Governments play a key role in facilitating climate change adaptation governance as they have administrative power. Although a ‘business-as-usual’, growth centred view is dominating climate change adaptation policies, the concepts of transformation and transformability are emerging as alternative frameworks that address the need for profound
changes in social-ecological systems. While South Korea is setting up adaptation policy in line with a conventional growth-based approach, Germany has shown that transformative policy is possible in the environmental sector with its adaptation policy.
This study aims to compare the discourse and institutional features of the climate change adaptation policies of Germany and South Korea in order to generate recommendations for designing transformative policies.
