Political blockades in bioeconomy - A processbased comparatative analysis of cross-national conflicts and the 'gordic knot' about new biotechnologies within the European Union

On the one hand, up to ten years European Commission and Council delayed their decision in approving or rejecting of gm-plants or their products despite the scientific approval through several institutions. Several trials to solve that blockade with nationalization to prohibit gm-plants failed due to a qualified majority up to June 2014. On the other hand, a bunch of new biotech methods are completely unregulated, i.e. new plant breeding technologies. This work deals mainly with the question, why did these political blockade happen where at the same time a regulatory stalemate exists. Some factor might be conflicts of objective, bioeconomy and advocacy groups.
