New Modes of Governance and Accession: The Paradox of Double Weakness

Abstract
The paper explores to what extent the EU has engaged in the diffusion of new modes of governance to facilitate the accession of Southern, Central and Eastern European states do the EU. It identifies different ways in which the EU has sought to promote the involvement of non-state actors in the adoption of and adaptation to the acquis communautaire and discusses factors that have facilitated and impaired the reception of new modes of governance in the accession countries.
