Abstract
This paper explores Islamic political actors’ responses to the EU’s democratic conditionality in two Islamic majority countries waiting in the queue for membership –Albania and Turkey. In both cases, actors generally proved supportive of democratic reforms under conditionality, although in different forms and degrees of compliance. We argue that the pro-compliance attitude is explained by actors’ Islamic political identity which we measure along three dimensions: relations with the secular state, organizational features and Islamic ideology.
