Structuring the European Administrative Space: Channels of EU Penetration and Mechanisms of National Change
The new round of Jour Fixes starts next Monday, 20th April 2009 with a presentation of Dr. Eva Heidbreder, Guest Fellow at the KFG. She will present her paper with the Title “Structuring The European Administrative Space: Channels of EU Penetration and Mechanisms on of National Change”.

Abstract
Eva Heidbreder will present us an analytical model to capture mechanisms of supranational impact on national public administrations in order to understand what makes the European administrative space in the face of persistent diversity between member states. Scrutinising which mechanisms of possible influence taking the EU invokes shows that administrative integration does actually not primarily aim for overall convergence. Instead the shared administrative space works precisely on the state-sensitive preservation of diversity. Only in the context of enlargement the EU needed to present a single model to the candidate states and thus the notion of an ever more converging single administrative space was invented. Despite the external promotion of a single model the driving dynamic of the emerging European administrative space remains increased cooperation and common administration that respects and sustains differences between independent national public administrations.
