Media and communication relationships between the Global North and the Global South are often shaped by so called International Media Assistance (IMA). Other terms such as “media development” or “media aid” also point to the fact that these relations are often or can be char-acterized by a colonial and hierarchical approach. In this seminar, we will identify major actors in the field of IMA as well as their projects. We will systematically investigate typical sectors for IMA such as media system transformation, journalism education or peace building and criti-cally evaluate the approaches and results of IMA in these sectors. A postcolonial lens will allow us to reflect about dependencies and systemic inequalities between North and South repro-duced by IMA. Yet, we will also look at best-practice projects and approaches to consider the benefits in IMA.
Students are expected to engage in group work in various formats such as workshops or world cafés and to prepare themselves by delving into plenty of literature. We will look at various case studies from around the world, including Asia, Africa and Latin America, to illustrate theoreti-cal and conceptual considerations.

Starting off with an introduction to the topic, we will be taking a closer look at the phenomenon of dis/misinformation over time and portray who is spreading disinformation why and how. An important aspect here: to investigate the role digital platforms play in this context.
Next, we will focus on countermeasures: what is done in the domains of fact-checking and verification – how is this done, by whom, and to which effect. OSINT (Open Source Intelligence) will play a particular role here.
Add to this the legal and regulative context, as well as potential impacts of dealing with and being exposed to disinformation, we will aim to go almost full circle.
Overall, a primary aim of the seminar is to investigate the role technology plays in both the spreading as well as countering of disinformation (i.e. by verification, fact-checking and respective technology-usage) – and relate this to journalism and the news media sector whenever possible. This is to also provide a basis and framework for our discussions about what all this means for society and democracy as a whole.
If feasible, we will also hear from external experts in the field and invite them to some of our sessions.

SoSe 2023: (29762), Tilo Grätz , Participatory media and communication practices in Africa, Do 10-12

The seminar (OS2) focusses on participatory media in Sub-Saharan-Africa, and aims at discussing its potentials and limits for various daily users. Participatory media are here understood in a wide sense, including both “classic”’ as well as social media, when these become interactive communication technologies enabling direct exchanges and moments of co-production between various media users, including professional and non-professional ones. The seminar starts off with debates on contemporary perspectives on processes of media change including those from Africa itself, before we will elaborate on central concepts and questions that shall guide our discussions. Furthermore, case studies on central political as well as social actors making productive use of such participatory media will feature a wide range of users, and discuss the significance of such media in processes of emancipation and changing public spheres. All examples will try to contextualize the analysis within regional media systems, shaped by various degrees of state control, technological standards and a diversity of ownerships. All students are required to contribute to the seminar by either presenting a case study, discussing central concepts or summarizing major debates. Results are collected at the FU-Blog “Media in Africa” https://blogs.fu-berlin.de/mia/ which accompanies the seminar and offers relevant information (after the necessary registration) to all participants. Attending the introductory meeting on 20/4/23 is mandatory.
