GTZ on behalf of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU)
Miroslava Zhosan (first project phase)
Russia is now the third-largest polutation emitter of greenhouse gases. There is, however, a number of barriers that make behavioral changes towards improved energy efficiency difficult compared with other OECD countries.
At the first phase of an intended long-term cooperation project with representatives of the University of Murmansk as well as the corporate level is a discussion of the the opportunities and constraints that are associated with a more environmentally friendly energy supply and the application in the context of ecological situation descriptions and administrative framework. Based on a concrete example in the Murmansk region, the technical finances, legal, political, interests and socio-cultural aspects will be discussed, which play a role for a successful transfer of knowledge. The emphasis here is that Russian players show an interest in German technology and a supportive policy environment. The first event will show in
terms of a feasibility study whether a German-Russian cooperation can be arranged over time.
