Research Focus: Subnational climate policies and multi-level climate governance

India is becoming increasingly important in global climate governance processes. Due to India’s vast size and its high economic and political dynamics, policy change in the energy sector is not only driven by the national government. The 28 sub-national state governments also play an important role in this policy field.

Therefore studying the sub-national political structures is essential for understanding their role as policy-makers and drivers in multi-level climate policy. During international research workshops, we address the question whether and how federal states serve as experimental laboratories to climate governance in the areas of promotion of renewable energies, energy conservation and climate action planning. Taking an intra- and international comparative perspective, the project broadens the perspective and compares the role of sub-national states in climate mitigation in Germany, India, the USA and Belgium.
