Policy instruments for raising recyclat use

The use of raw materials in Germany is at a high level compared to international quotas and is associated with considerable ecological effects. In addition, the global demand for raw materials is increasing. For these reasons, secondary raw materials are to be increasingly used. So far, however, the use of recyclates has fallen short of what is technically and economically feasible because a number of economic and regulatory obstacles are at work.
Within the framework of the report, the obstacles are systematized, possible instruments for overcoming them are described and case studies from other European countries on the use of such instruments and their effects are elaborated. The basis of the report is a comprehensive analysis of the state of research. Finally, options for action are derived from the results.
