In the framework of the Integrated Energy and Climate Programme (IEKP) adopted in August 2007 the Federal Government decided upon several novel measures to reach its goal to reduce greenhouse gas emissions by 40 percent by 2020 compared with 1990. The Climate Initiative is part of this programme and is supported through additional funding from the auction of emission allowances. The International Climate Initiative (IKI) of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety has been promoting climate protection projects in developing and emerging countries as well as in transition countries in Central and Eastern Europe since 2008.

The IKI is active in three fields: promoting climate-friendly economies, fostering measures to adapt to the effects of climate change and ensuring the conservation and sustainable use of natural carbon reservoirs, reducing emissions from deforestation and forest degradation.
The effectiveness of measures funded by the IKI is systematically reviewed. Project monitoring and an independent evaluation on completion of projects provide important insights into the individual projects, which are also valuable for the initiative’s further development.

The FFU is responsible fort the peer review of the evaluation, with particular emphasis on the evaluation methodology. The evaluation encompasses the supported projects ending at latest in 2011. There are 115 projects which will be evaluated on the basis of projects documents or at random also on the spot.
