The research network aims at improved understanding of multi-level climate governance in India and the European Union. It will analyze the interplay between the innovation capacity of local levels through to (supra)national levels of climate change and variability governance. The research will explain how climate policy unfolds, both propelled and impeded by multi-level climate governance and improving the assessment of: - the specific potentials, drivers and constraints of bottom-up innovation in climate mitigation and adaptation policy, - implementing climate policies from higher levels, and - drawing lessons - comparing multi-level climate policy-making and regulation in India and the EU.
