The development of IOCA was guided by the questions of why some – but not all – overlapping international organizations establish cooperation agreements with each other and how variation in the institutionalisation of inter-organisational cooperation designs can be explained.

IOCA was implemented with funding from the German Research Council as part of the research project “Overlapping Regionalism in Africa, the Americas, Asia and Europe Compared”.
