Climate change impact management: analyzing and developing target group-appropriate climate adaptation instruments and policy recommendations

Ongoing climate change and the expected incline of climate change impact's frequency and intensity puts Germany under strong pressure to action. Timely and anticipatory climate adaptation is becoming of great political relevance. Of significant value is the regulatory mainstreaming of adaptation action, which is adopted only partly in Germany so far. Climate change adaptation is increasingly being approached as a cross-sector action, still it is integrated only primarily in climate change mitigation laws.

Climate change adaptation has not been included into legal instruments of several action fields so far - a mainstreaming cannot be observed yet. Thus, integrated and anticipatory adaptation measures are pending in most policy fields. However, regulatory adaptation mainstreaming confronts policy-makers with diverse challenges, which are the results of the policy field's character. Climate change and adaptation to it is linked with uncertainty. Considering these by designing legal instruments with flexibility to changing conditions belongs to the regulatory adaptation mainstreaming's purposes. The consortium of Leibniz-Institut für ökologische Raumentwicklung, der Freien Universität Berlin (Forschungszentrum für Umweltpolitik), KLUG – Deutsche Allianz Klimawandel und Gesundheit e.V., and Fresh Thoughts Consulting examines the following aspects:

  • analyses of successful legal changes and of legal instruments bearing potential for mainstreaming climate change adaptation on federal and state level
  • assessment of existing regulatory plans in terms of appropriateness and effectiveness
  • overview of potential legal instruments appropriate for climate change adaptation mainstreaming
    • criteria-led selection proposal of legal instruments to be examined, i.a. considering their effectiveness potential
    • overview of concrete content-related regulation proposals for climate change adaptation mainstreaming per respective legal instrument
  • exemplary draft of legal instruments and action fields through some concrete content-related regulatory proposals
  • user-related advancement of existing regulatory proposals
  • draft of regulatory proposals for legal instruments
