Dr. Barbara Saerbeck worked as Research fellow at the Environmental Policy Research Centre. She is in charge of the project “Behind the Scenes: Understanding the Hidden Influence of Treaty Secretariats on International Environmental Policy-Making” of the DFG-Research Unit “International Administration”.
Her current research focuses on the role and influence of supra- and international public administrations in national and international politics as well as on German as and European environmental politics. She is interested in defining those mechanisms which enhance an actor’s ability to potentially influence policy making, thus adding to the knowledge of the workings of IRA in the grey zone between administration and politics. As a research fellow at the “ARENA Centre for European Studies” in Oslo (2012), she had focused her work on the democratic implications arising from strengthened administrations for the inter-institutional balance of European institutions.
Barbara Saerbeck holds a master’s degree in political science from the joint master’s program “International Relations” of the Free University Berlin, Humboldt University Berlin and the Potsdam University (2008) as well as a PhD (2013) from the Free University Berlin. She gained practical knowledge about the workings of the European Union as a staff member of a Member of the European Parliament in Brussels. In 2013, Dr. Saerbeck began working on different projects for the Environmental Policy Research Centre. Her most recent involvements include the organizing of a conference held in co-operation with the Institute for Advanced Studies e.V. called “Towards a Global System of Multi-Level Climate Governance“.
