We have completed the database, which gathers and analyses 1,012 regulatory interventions in 43 OECD countries between 1975 and 2025. The longitudinal and territorial scope of the dataset is particularly promising for identifying long-term trends and substantive developments that are central to understanding the changing nature of intervention.

The dataset captures the policy design of Strategic Public Procurement (SPP) regulation. Policy design is operationalized along two dimensions: (I) policy goals and (II) intervention types. The first dimension, policy goals, features the substantive content of procurement policy. It refers to the standards, targets, and provisions that form a policy and covers social, environmental, and innovation-related issues across three clusters. The second dimension focuses on intervention types, namely the specific instruments through which governments intervene in markets to address identified policy issues. Combining these two dimensions allows for the construction of a theoretically possible policy space that accommodates empirical variety to the greatest extent possible. Each cell of the matrix therefore represents a combination of a specific policy goal and a specific intervention type.

The dataset was compiled primarily from laws, decrees, ordinances, statutes, and other legal documents obtained through national legal repositories and official government websites.
