From May 27 to 29, 2026, the Institut d’études européennes at the Université libre de Bruxelles hosted this year’s edition of the IDEAS Conference. Miriam Hartlapp presented the draft paper Beyond programmatic talk: measuring quality and quantity of regulation for social, green, and innovation goals in public procurement. This work from the SProcure project was co-authored with Gresa Smolica, Gilad Weizman Shapira, and Robin Huguenot-Noel. Amid midsummer temperatures in the institute’s venerable villa, the panels featured constructive discussions and helpful feedback from the audience, which included both political scientists and European lawyers.
