Citizen Participation in Multi-level Democracies Edited by Cristina Fraenkel-Haeberle, Sabine Kropp, Francesco Palermo and Karl-Peter Sommermann Citizen Participation in Multi-level Democracies offers an overview of new forms of participatory democracy in federally and regionally organised multi-level states. Its four sections focus on the conceptual foundations of participation, the implementation and instruments of democracy, examples from federal and regional States, and the emergence of participation on the European level. There is today a growing disaffection amongst the citizens of many states towards the traditional models of representative democracy. This book highlights the various functional and structural problems with which contemporary democracies are confronted and which lie at the root of their peoples’ discontent. Within multi-level systems in particular, the fragmentation of state authority generates feelings of powerlessness among citizens. In this context, citizens’ participation can in many cases be a useful complement to the representative and direct forms of democracy.

The Metro Foundation finances a research project on "Governance in Russian regions" (January 2014 - April 2015). It looks into different forms of governance and their behavior under various forms of vertical power in several Russian regions. As a database, 13 case studies about policy comparisons of envioronment impact assessments and minority policies are employed. Towards the end of the project, we will organize a conference about "Corporate Responsibility and Governance" in cooperation with the Metro Foundation as well as the PRuF Düsseldorf and further Russian and German partners. Legislators are entrusted with key parliamentary functions and are important figures in the decision-making process. Their behaviour as political elites is as much responsible for the failures and successes of the new democracies as their institutional designs and constitutional reforms. This book provides a comparative examination of representative elites and their role in democratic development in post-communist Central and Eastern Europe (CEE). It argues that as the drivers of the transformation process in CEE, individual and collective parliamentary actors matter. The authors provide an in-depth analysis of representatives from eleven national parliaments and explore country-specific features of recruitment and representation. They draw on an integrated dataset of parliamentary elites for individual, party family, and parliamentary variables over the 20 years following the collapse of Communism and develop a common framework for the analysis of variations in democratisation and political professionalisation between parliaments and political parties/party families across CEE. This unique volume will be of interest to students and scholars of comparative politics, elite research, post-communist politics, democratisation, legislative studies, and parliamentary representation.

The exercise of control is one of the most important functions of parliaments. However, in recent years their influence has been minimized by the effects of increased European integration. Ater the Treaty of Lisbon, this book looks at differing concepts of control of parliaments within the European multi-level governance system. It asks the question in how far the claimed loss of power of parliaments is rather a change of its function. The collected essays show that we are rather facing an adaption of the legislative than its demise.
